Four HeplerBroom Attorneys Featured at Illinois Municipal League Conference

Irina Dmitrieva, Stephanie Weiner, Glenn Davis, and Charles Insler will be among the featured speakers at the Illinois Municipal League’s (IML) 2025 Annual Conference.
Dmitrieva and Weiner will discuss legal trends in police pursuit cases, including the challenges municipalities face in conducting discovery and presenting dispositive motions in cases. Joining them in their presentation will be Margaret Mendenhall Casey, City of Chicago’s Torts Deputy, and Nydia Molina, City of Aurora’s Assistant Corporate Counsel.
In a session entitled, “How to Defend Your City Against Unhappy Bidders and License Applicants,” Davis and Insler will review how they successfully defended the City of Waukegan in two lawsuits concerning the City’s casino licensing process, including the legal strategies utilized. Dmitrieva is a highly experienced appellate litigator with more than 20 years of success in federal and state appellate courts representing both private clients and governmental entities. Before joining HeplerBroom, she served as the sole appellate attorney for the Chicago Transit Authority, one of the largest mass transit companies in the United States. Earlier in her career, she represented the City of Chicago and its agencies in appellate courts. She also practiced complex commercial litigation and appellate law at a large Chicago law firm, where she was mentored by retired Illinois Supreme Court Justice Benjamin Miller.
Weiner defends personal injury cases, primarily municipal and §1983 claims. She also defends construction, premises, and contractual matters, including risk transfer. Her clients look to her for her creative and cost-effective solutions to their legal issues and commend her for her outside-the-box approach to the practice of law. She has been named an Illinois Super Lawyer by Thomson Reuters and an Illinois Leading Lawyer by Law Bulletin Media.
Davis maintains an unwavering commitment to delivering creative and efficient results in dynamic business disputes and cybersecurity challenges. He’s rated an AV Preeminent Attorney by Martindale-Hubbell and is a multi-year and multi-category recipient of Best Lawyers in America’s Lawyer of the Year award. He has also been named to the list of Missouri/Kansas Super Lawyers. He frequently writes and lectures about cybersecurity, professional liability, securities regulation and antitrust compliance, intellectual property, and distribution law matters for legal, professional, corporate, and trade groups.
Insler is an accomplished writer who helps spearhead the firm’s appellate practice. He also handles complex commercial litigation, which can involve cases touching on antitrust and unfair competition matters, business torts, class actions, intellectual property disputes, securities law, and cybersecurity. In addition, he represents clients in insurance matters and has defended employers against discrimination claims and other employment-related matters. He’s currently a member of the ABA’s Forum on Communications Law and speaks and writes regularly on cybersecurity issues. Insler has been named to the list of Best Lawyers in America.
